Procurement Lead

Our client is seeking a Procurement Lead to join their organisation on a permanent, full-time basis. This role is responsible for overseeing all procurement activity across the business, ensuring alignment with strategic priorities, regulatory requirements, and operational needs. Reporting to the Head of IT Service, you will lead the procurement function by managing governance, supplier performance, and policy implementation. With line management responsibility for a small team, you will also drive strategic sourcing, manage supplier risk, and coordinate procurement-related governance forums. This is a key role requiring strong commercial awareness and a proactive approach to vendor and contract oversight.

Job Duties:

  • Lead the development and execution of a group-wide procurement strategy that integrates tooling and data-driven decision-making
  • Drive annual cost savings on procurement spend through strategic sourcing, supplier negotiations, tender processes, and contract enforcement
  • Oversee procurement governance to ensure accountability, transparency, and ethical procurement practices
  • Manage supplier performance to ensure a minimum of 90% compliance with contractual KPIs each quarter
  • Monitor and address underperformance within 30 days by initiating and tracking corrective action plans
  • Maintain and improve procurement policies to align with operational needs and industry best practice
  • Facilitate the Procurement Oversight Committee, preparing agendas, reviewing progress, and escalating issues as needed
  • Collaborate with relationship owners and technical teams to ensure 100% policy compliance across the supplier base
  • Coordinate escalation processes in response to non-compliance, major incidents, or service level failures
  • Oversee Special Measures and Service Improvement Plans for high-risk or underperforming suppliers
  • Lead procurement-related audit preparation, targeting zero audit issues and 100% compliance
  • Manage exceptions to group policies and support risk mitigation in collaboration with internal stakeholders
  • Ensure the procurement team has tailored development plans aligned to business strategy and departmental OKRs
  • Provide expert guidance on procurement processes to internal stakeholders, enhancing procurement awareness across the organisation

Job Requirements:

  • Strong hands-on knowledge of procurement and supply chain management practices, including third-party risk management
  • Proven experience in leading procurement strategy, governance, and compliance in complex or regulated environments
  • Previous experience in a procurement lead or supply chain role, ideally within financial services, insurance, or offshore industries
  • Demonstrable success in contract negotiation, running tenders or RFOs, and leveraging procurement data for decision-making
  • Understanding of outsourced technology ecosystems and procurement tooling; Office 365 experience essential
  • Familiarity with FinOps disciplines and practices is desirable
  • Excellent communication skills with the ability to explain technical and contractual concepts in business language
  • Proactive, self-motivated, and able to work on own initiative
  • Proven ability to work under pressure with a disciplined, analytical, and accurate approach
  • Previous line management experience is advantageous
