Our client, a well-established trust company based in Guernsey, is seeking a skilled and dedicated Compliance Manager and Money Laundering Reporting Officer (MLRO). The ideal candidate will have extensive experience in compliance, financial services, and anti-money laundering (AML) regulations, particularly within the trust and fiduciary sector. This role is responsible for overseeing the company’s compliance framework, ensuring adherence to all applicable laws and regulations, and mitigating risks related to money laundering and financial crime, working in conjunction with the external Compliance Officer and Money Laundering Compliance Officer (MLCO).
Job Duties:
- Developing, implementing, and maintaining compliance policies and procedures to ensure adherence to relevant local and international regulations.
- Acting as a subject matter expert on compliance matters and providing guidance to senior management and staff.
- Monitoring and reporting on regulatory compliance, ensuring timely and accurate reporting to relevant authorities.
- Conducting regular risk assessments and audits to ensure compliance with internal controls and identifying areas for improvement.
- Overseeing the development and delivery of compliance training programmes to ensure staff remain up to date on regulations and best practices.
- Reviewing and approving new business and client onboarding from a compliance perspective.
- Monitoring complaints and ensuring appropriate resolutions.
- Managing and overseeing the completion of regulatory registers.
- Acting as the MLRO, ensuring effective implementation of AML controls.
- Reviewing and assessing potential suspicious transactions, conducting investigations, and reporting suspicious activities to the Guernsey Financial Intelligence Service (GFIS).
- Ensuring AML policies and procedures align with current legal requirements and industry best practices.
- Overseeing the customer due diligence (CDD) process and ensuring timely and accurate client risk assessments.
- Leading the investigation and reporting of potential AML breaches and liaising with external authorities as necessary.
- Acting as the primary point of contact with regulatory authorities, including the Guernsey Financial Services Commission (GFSC), for compliance and MLRO-related matters.
- Coordinating with the external MLCO and Compliance Officer on compliance issues and matters arising from the Compliance Monitoring Programme (CMP).
- Preparing and submitting regulatory reports, including annual compliance reviews and regulatory filings.
- Preparing Board Reports in conjunction with the external MLCO and Compliance Officer.
- Ensuring effective communication and coordination with external auditors, legal advisors, and other stakeholders.
- Leading and managing the Compliance and Operations Administrator, providing training, guidance, and support.
- Fostering a culture of compliance and ensuring all staff understand and adhere to compliance and AML policies.
Job Requirements:
- A minimum of five years’ experience in a compliance or regulatory role, preferably within the trust, fiduciary, or financial services industry.
- Strong knowledge of Guernsey’s regulatory framework and AML regulations, including the GFSC Handbook on Countering Financial Crime.
- ICA or equivalent qualification in Compliance or AML (highly desirable).
- Experience acting as an MLRO within a financial services environment.
- Excellent communication and interpersonal skills, with the ability to advise and influence stakeholders at all levels.
- Proven ability to manage multiple projects and prioritise tasks in a fast-paced environment.
- High attention to detail, strong analytical skills, and the ability to identify and mitigate compliance risks.
