Our client is seeking a Consultant Compliance Officer to provide outsourced Money Laundering Reporting Officer (MLRO) and Money Laundering Compliance Officer (MLCO) services. In this role, you will advise and assist clients on applicable laws, regulations, rules, and standards related to compliance. You will also be actively involved in developing compliance programmes and serving as a key contact within the Client Compliance Services Team for compliance inquiries. The position is located in Guernsey and is offered as a full-time role.
JOB DUTIES:
- Provide outsourced MLRO and MLCO services to clients.
- Advise clients on applicable laws, regulations, rules and standards, and ensure they remain informed of regulatory developments or changes.
- Develop compliance programmes and serve as a contact point for compliance inquiries from internal partners.
- Maintain a Politically Exposed Person (PEP) register, authorise PEP transaction clearance, and provide regulatory reporting.
- Conduct transaction monitoring, quality control, and associated reporting.
- Oversee monthly outsourcing and quality control testing of offshore locations providing Anti-Money Laundering (AML) services.
- Establish and document written guidance on compliance programme implementation through policies and procedures.
- Identify and assess compliance risks while providing guidance to clients on developing policies and/or procedures to minimise risk.
- Interact with business partners, regulators, and internal and external auditors on regulatory topics.
- Operate independently as a subject matter expert for regulatory compliance matters, mentoring junior staff and reviewing their work.
JOB REQUIREMENTS:
- In-depth knowledge of applicable Guernsey Financial Services Commission (GFSC) laws and regulations, acquired through formal education and relevant work experience in risk management or compliance.
- Strong analytical and communication skills to effectively consult with clients at board level and internal partners, analyse information, and apply laws and regulations to the business.
- Proven experience in compliance risk management practices and techniques.
- Ability to interact confidently with various stakeholders and regulatory bodies.
- Previous mentoring experience.
- Familiarity with international compliance standards.
- Experience in a leadership or supervisory capacity would be beneficial.
