The Finance Manager role is designed for an accomplished professional within the Finance Function, responsible for delivering a wide range of high-standard finance-related services. The position focuses on providing exceptional financial management support across various service areas. The Finance Manager will work closely with the Senior Finance Manager, ensuring that financial procedures and controls are effective and compliant with relevant standards. The individual will play a crucial role in generating and advising on high-quality financial information for the relevant Committees and Senior Management Teams. The role involves interactions with multiple teams within the Finance Function, including Financial Management, Financial Reporting, and Financial Planning and Analysis. The post holder will be required to demonstrate robust technical knowledge and leadership skills while fostering effective relationships across the organisation. Additionally, the role encompasses mentoring junior staff within the Finance Function, contributing to their professional development.
Job Duties:
- Act as key support to the Senior Finance Manager for the accurate provision of trial balances each month end.
- Complete all accounting adjustments timely to ensure an efficient month-end process.
- Support the implementation and management of robust financial controls to ensure accuracy of accounts and prevent misconduct.
- Conduct comprehensive month-end reconciliations of all balance sheet accounts in line with best practices.
- Ensure robust pay controls are implemented and maintain the master pay budget report.
- Provide analysis and support to the Financial Planning and Analysis Team and budget holders as needed.
- Manage the opening and closing of project codes following required approvals and pre-closure checks.
- Assist in the preparation of timely management accounts and year-end financial reports compliant with relevant standards.
- Contribute to key performance reporting, including variance analysis and project dashboards.
- Aid in the reporting of minor and major capital expenditure to assist priority evaluations.
- Support internal and external audit processes alongside the Service Area’s lead finance professional.
- Collaborate effectively with financial colleagues to deliver insightful analysis and support.
- Assist in annual budgeting exercises and medium-term financial plans for service areas.
- Deliver key financial information to stakeholders, ensuring robust financial modelling for portfolio schemes.
- Manage and mentor staff, fostering a commitment to ongoing professional development.
- Undertake additional duties as directed by senior management.
Job Requirements:
- Proven experience in annual budget setting and monthly financial reporting processes.
- Strong analytical skills with a capacity to present financial data clearly and professionally.
- Excellent interpersonal, verbal, and written communication skills to convey financial information effectively.
- Ability to prioritise workloads, meet tight deadlines, and maintain attention to detail.
- Proficiency in using MS Office and optimising IT systems for financial reporting purposes.
- Introductory finance qualification (such as CAT, AAT, or progress with CIMA, ACCA, ICAEW, or CIPFA) is desirable.
- Experience in public sector finance roles and familiarity with SAP is advantageous.
- Demonstrated experience in staff management and development is preferred.
- Awareness of political and media dynamics is a plus.
