Compliance Monitoring Programme Manager

The Compliance Monitoring Programme Manager will be responsible for the ownership and delivery of the Compliance Monitoring Programme (CMP). This role requires a risk-based approach that is aligned to regulatory expectations and effective in assessing control design and operating effectiveness. The Manager will provide independent oversight and challenge to the first line, identifying regulatory risks, control weaknesses, and areas of non-compliance. Timely, accurate, and auditable reporting of CMP activity is essential, including clear articulation of findings, root causes, and remediation actions. Continuous improvement of monitoring methodologies, reporting, and governance will be a key focus, ensuring that monitoring outputs support effective senior management and Board oversight. The role also involves providing support to the Head of Compliance regarding the administration of regulatory compliance risk and controls. This position is located in Guernsey and involves regular collaboration with various stakeholders. It demands exceptional judgement and strong communication skills, alongside a collaborative approach to build credibility across the business. The incumbent should possess a continuous improvement mindset and demonstrate strong leadership capabilities.

Job Duties:

  • Own and deliver the Compliance Monitoring Programme.
  • Ensure it is risk-based, aligned to regulatory expectations.
  • Provide independent oversight of regulatory risks and control weaknesses.
  • Report CMP activity accurately and audibly, articulate findings.
  • Enhance the compliance control framework through monitoring improvements.
  • Provide reliable Management Information (MI) for oversight.
  • Support the Head of Compliance with regulatory compliance administration.

Job Requirements:

  • Extensive experience in Compliance and risk, particularly in compliance monitoring (ideally 5+ years in a Compliance environment).
  • Strong understanding of regulatory requirements and AML standards.
  • Proven ability to assess and challenge control frameworks.
  • Experience producing reports for senior management and Boards.
  • Robust analytical skills, with a focus on root cause analysis.
  • Ability to influence and challenge stakeholders.
  • Experience in managing or mentoring team members.
  • Relevant professional qualifications or working towards one (e.g. ICA Diploma).
