Executive Director of Finance, Strategy & Change

Our client is seeking an experienced Executive Director of Finance, Strategy, and Change to lead their finance function and oversee strategic initiatives. The role involves delivering strong financial management, shaping strategic direction, driving continuous improvement, and ensuring effective governance. Job Duties:

  • Lead all aspects of the financial cycle, ensuring robust financial management and control across the organisation.
  • Build financial and commercial capability, ensuring the team delivers efficient service and investment outcomes.
  • Shape strategic direction with executive colleagues and the Board to underpin regulatory effectiveness and high performance.
  • Provide high-level financial reporting to drive decision-making for the Executive Board, Audit Committee, and Board of Commissioners.
  • Oversee the Project Management Office, ensuring appropriate investment, prioritisation, benefit realisation, and effective risk management.
  • Manage operational and strategic performance reporting, identifying improvement plans and resolving key pain points for stakeholders.
  • Contribute to organisational governance as a core member of the Executive Committee, Executive Risk Committee, and Audit and Operational Risk Committee.
  • Represent the organisation externally to build its reputation as a high-performing, value-driven regulator.
  • Lead the development and implementation of strategy and change agendas.
  • Cultivate a high-performing, motivated, and engaged finance team.

 

Job Requirements:

  • Chartered Accountant (ACA/ACCA) with extensive financial leadership experience, ideally as a CFO or similar.
  • Proven track record in leading strategic change and operational improvements.
  • Strong understanding of Jersey’s financial regulations and reporting standards.
  • Ability to inspire and lead teams, driving performance improvement and strategic delivery.
  • Gravitas and expertise to communicate effectively with internal and external stakeholders, simplifying complex concepts.
  • Desirable: Knowledge of Jersey’s financial services industry and regulatory environment, including legislation on regulatory and Registry fees.
