Our client is seeking a Senior Analyst to join the Investment, Fiduciary, and Pension Division. The role will primarily focus on ensuring high-quality prudential, financial crime, and conduct regulation within the Bailiwick of Guernsey. The successful candidate will assist with delivering PRISM risk-based supervision, enforcement, and policy creation. Job Duties:
- Ensure high-quality prudential, financial crime, and conduct regulation, facilitating innovation and discouraging poor-quality ventures.
- Assist in protecting and enhancing the Bailiwick’s international reputation in the financial services sector, promoting a regulatory environment for good business.
- Support the delivery of PRISM risk-based supervision, enforcement, and policy creation.
- Assist with the implementation of the Balanced Scorecard, formulating plans to achieve business objectives and addressing potential challenges.
- Be involved in considering problem cases that may require regulatory action, including formal enforcement measures.
- Assist in the introduction or amendment of relevant legislation, rules, guidance notes, policies, and procedures.
- Demonstrate pragmatic decision-making in all regulatory matters.
- Plan and lead on-site visits, conduct research, analyse information, and identify key issues.
- Maintain and develop relationships with licensees, assisting with approvals, consents, or comments on applications.
- Analyse licensees' periodic returns, financial statements, and other information to assess their ability to meet licensing criteria.
- Conduct sector-wide analysis, produce trend documents, and present risk-based findings to the industry.
- Prepare and present visit findings, providing professional feedback to licensees and following up on matters raised.
- Handle enquiries from licensees, regulators, professionals, and the public.
- Chair and contribute to meetings in a clear and professional manner.
- Assist with or lead internal projects such as supervisory processes, statistical exercises, or reviews of procedures.
- Support and coach staff, monitoring workflow and providing on-the-job training and guidance.
- Research and monitor international supervisory standards, providing advice on compliance.
- Assist with the implementation and delivery of pension supervisory policy.
Job Requirements:
- Proven experience in a regulatory, supervisory, or analytical role within a financial services context.
- Strong analytical skills, including the ability to interpret complex data and assess financial statements.
- Familiarity with PRISM risk-based supervision methodology and regulatory frameworks.
- Excellent communication skills, with experience preparing and presenting reports and findings.
- Strong decision-making abilities in regulatory matters.
- Ability to manage projects and meet deadlines in a fast-paced environment.
- Attention to detail and the ability to produce accurate, clear, and concise written work.
- Ability to work collaboratively with colleagues and stakeholders at all levels.
- Experience in supervising and coaching staff is advantageous.
