The Head of Risk & Compliance – Trust & Funds is responsible for establishing and executing the Risk and Compliance strategy for the merged Trust and Fund business. This pivotal role will include key regulatory appointments where necessary and will act as a senior leader for risk and compliance within trust licences and all fund structures. The role holder will provide assurance to the Board, regulators, and stakeholders that regulatory, conduct, financial crime, and operational risks are correctly identified, managed, and mitigated. Furthermore, this position requires leading the implementation of a unified risk and compliance framework across jurisdictions to ensure regulatory alignment and consistency. The role encompasses strategic leadership responsibilities, guiding the integration of risk and compliance frameworks for the Jersey business. The successful candidate will also advise the Jersey Board on potential risks and play a crucial part in ensuring that regulatory changes are effectively monitored and embedded. This role is vital for fostering a strong risk-aware culture within the organisation.
Job Duties:
- Set the enterprise-wide Risk & Compliance strategy post-merger, aligning frameworks, policies, and risk appetites.
- Support the integration of risk, compliance, and governance frameworks.
- Advise on emerging regulatory, conduct, financial crime, and operational risks.
- Proactively monitor and interpret regulatory changes to ensure alignment across both businesses.
- Hold senior regulatory roles as required for trust licences and fund services.
- Serve as the primary contact for regulatory bodies, auditors, and external stakeholders.
- Ensure timely and transparent regulatory reporting.
- Lead regulatory inspections and thematic reviews.
- Own and maintain the Risk Management Framework for trust companies and fund governance structures.
- Identify, assess, and manage various types of risk including regulatory, compliance, AML/CFT, operational, and reputational risks.
- Ensure robust compliance monitoring programmes are established and issues are tracked to resolution.
- Provide regular compliance reporting to senior management and Board Committees.
- Chair or provide leadership to the Jersey Risk & Compliance Committee.
- Promote a strong risk-aware and compliance-led culture and oversee training programmes.
Job Requirements:
- Strong leadership and people management capability.
- Excellent stakeholder management and communication skills.
- Strategic thinker with a capacity to operate at Board level.
- Sound judgement and decision-making skills in complex regulatory environments.
- Proficient in operating across multiple jurisdictions and regulatory frameworks.
- Strong project and change management skills.
- ICA Diploma (or equivalent), ACAMS, or other relevant professional qualifications.
- Extensive experience in Risk & Compliance within trust and fiduciary services or fund administration.
- Deep understanding of trust company regulation and fund structures.
- Proven experience in regulated roles and engagement with regulators.
