Senior Manager, Engineering

Our client is seeking a highly capable and forward-thinking Senior Manager, Engineering to join their Technology leadership team in either Guernsey or Jersey. This pivotal role involves driving transformation and modernisation across the technology landscape. Reporting to the Chief Information Officer (CIO), you will lead multiple engineering teams across software development, infrastructure, and cloud platforms. Your primary focus will be to define and deliver a scalable, secure, and efficient technology environment that aligns with the organisation’s strategic goals. Collaborating closely with product, operations, security, and business stakeholders, you will translate business objectives into robust engineering solutions, ensuring high-quality delivery, operational resilience, and continuous improvement. This position includes participation in key governance forums such as the Technical Design Authority and Change Committee.

JOB DUTIES:

  • Define and maintain a scalable, secure, and efficient IT architecture aligned with business strategy.
  • Act as the authority on solution design, including application and supplier selection.
  • Chair the Technical Design Authority, ensuring informed and evidence-based decisions.
  • Own the full technology lifecycle, from introduction through to retirement.
  • Oversee the end-to-end engineering lifecycle, including design, build, test, deploy, and support.
  • Establish and enhance engineering best practices, including Agile, CI/CD, DevOps, and automated testing.
  • Ensure delivery roadmaps and release plans are realistic and in line with business priorities.
  • Own and govern development backlogs, ensuring prioritisation is clear and outcome-focused.
  • Manage dependencies and competing priorities across the technology landscape.
  • Balance new feature development with technical debt, resilience, and lifecycle management.
  • Ensure platforms and infrastructure are reliable, scalable, secure, and cost-effective.
  • Develop and implement an appropriate cloud and hosting strategy, including migrations.
  • Optimise performance, availability, and cost management within cloud environments.
  • Embed “secure by design” and “resilience by design” principles across all engineering activities.
  • Define and maintain Business Continuity Planning (BCP) and Disaster Recovery (DR) plans, aligning with Recovery Point Objectives (RPO) and Recovery Time Objectives (RTO).
  • Ensure compliance with regulatory, data protection, and industry standards.
  • Lead, mentor, and develop engineering teams, fostering a high-performance culture.
  • Set clear objectives and accountability for delivery, quality, and service.
  • Champion continuous improvement, innovation, and knowledge sharing.
  • Influence senior stakeholders and communicate complex technical concepts clearly.

JOB REQUIREMENTS:

  • A degree in Computer Science, Engineering, or equivalent professional experience is essential.
  • Proven leadership of multi-disciplinary engineering teams in complex environments.
  • Strong experience in solution architecture and systems development management.
  • Hands-on experience with modern engineering practices, including Agile, CI/CD, DevOps, and cloud-native technologies.
  • Demonstrable experience managing backlogs, roadmaps, and cross-platform dependencies.
  • Solid understanding of cloud platforms such as Azure, AWS, or Google Cloud Platform (GCP) and migration strategies.
  • Strong knowledge of security, compliance, and operational resilience, including BCP/DR, RPO/RTO.
  • Experience in infrastructure and platform optimisation, focusing on performance, scalability, and cost.
  • Excellent stakeholder management capabilities with the ability to communicate technical topics to non-technical audiences.
  • Proven ability in people leadership, coaching, and team development.
  • Professional certifications such as cloud architect certifications, Agile/SAFe/Prince2 Agile, ITIL, COBIT.
  • Security certifications such as CISSP or CCSP.
  • Experience in regulated sectors such as financial services.
  • Knowledge of service management frameworks and their integration with DevOps.
  • Experience with FinOps and cloud cost management practices.
  • Exposure to data platforms, analytics, or integration technologies.
  • Experience managing third-party vendors and Software as a Service (SaaS) providers.
  • Participation in enterprise architecture forums or governance bodies.
